IFAD provides loans to its India on highly concessional terms for approved projects and programmes. These loans are meant to fund rural development projects specifically aimed at assisting the poorest of the poor, small and marginal farmers, fishermen, rural poor women, landless workers, rural artisans, Tribal and other vulnerable communities. The programmes aim to increase their food production, raise their incomes, and improve their health, nutrition, education standards and general well being on a sustainable basis. IFAD programmes focus on the following areas:
  • Agricultural development
  • Financial services
  • Livestock
  • Fisheries
  • Capacity-and institution-building
  • Storage/food-processing/marketing
  • Research/extension/training
  • Small and medium scale enterprise development
IFAD's flexible programme approach and longer-term lending framework enhance its ability to assist the Union and state governments in pro-poor policy and institutional development and to respond to the diversity of issues facing the rural poor in different regional and local contexts. These processes require a long time frame to see the changes through to their conclusion and hence in general the loan programmes have an implementation period of about eight years.
 
To build broad local ownership of its programmes, IFAD lays strong emphasis on partnerships with Governments, poor rural people and their organizations, other donor agencies and the Civil Society.
