  IFAD was established in 1977 with the objective to fight rural poverty. Its mission is to “Enable poor rural people to overcome poverty”. IFAD focuses on country specific solutions, which involves increasing rural people’s access to financial services, markets, technology, land and other natural resources.

India is not only the largest recipient of IFAD's assistance, but is also one of its main donors having a permanent seat in its Executive Board.

The Orissa Tribal Empowerment Livelihoods Programme (OTELP) has documented case studies demonstrating the health related water and sanitation convergence effort done by them in Kalahandi, Orissa 
.
 
 
 
OTELP is being implemented in four tribal districts of Orissa since its inception. The State government has attached high degree of priority in implementation of OTELP. The programme is being implemented in very remote tribal villages with the basic objective of addressing the needs of the poorest of the poor and vulnerable communities. The areas are extremely difficult to work in with reference to poor infrastructure; no proper communication facility and some of the villages are situated in remote hillocks without any motorable roads. Over the years, OTELP has made a very big impact in the area and the livess of the people.
